Authorities: 13 cited in taxi, limo crackdown
 |
by North County Times | Publication Date: February 14, 2009
Law enforcement officers cited 13 taxi and limousine drivers Friday night and Saturday morning in a coastal city crackdown prompted by complaints from law-abiding cab and limo drivers, a San Diego sheriff's deputy said Saturday.
Four other drivers were given warnings during the crackdown, which ran from 11 p.m to 3 a.m. in Encinitas, Solana Beach and Del Mar, Deputy David DiCarlo said in a press release.
The multi-agency crackdown included officials from the California Public Utilities Commission and a Solana Beach code enforcement officer, he said.
The operation also netted one person suspected of drunken driving and another person thought to have been drunk in public, DiCarlo said.

Questions Surround Solana Beach Slaying

By CHRIS CHAN and ERIC S. PAGE, NBCSanDiego.com
The victim of a Solana Beach homicide has been ID'd, but little else is known about the case.
The body was discovered Monday in a home on Santa Florencia by a concerned co-worker. Since then, investigators with the sheriff's department have identified the woman as Sherry Chang, 60, but have released little other information about the case. Sources, however, have told NBCSanDiego that investigators are looking for the victim's son Bryan Chang, who they said is a person of interest in connection to the case.
In a sign that the case may be moving forward, a K-9 unit from the sheriff's department was sent to the crime scene on Wednesday. It's unclear exactly what the deputies were looking for, but they did spend a lot of time at the home and outside a nearby house. It did not appear that they removed anything from Chang's home during the investigation Wednesday.
Neighbors said Chang lived alone and that they saw her on Sunday at 4:30 p.m. when she went out for a walk. They also said they saw her arrive on Friday accompanied by another person, but they were unable to provide any other details about Chang's passenger. The neighbors also said that the co-worker who found the body told them he was shocked that Chang was with anybody on Friday.
Chang was a wealthy frugal woman, neighbors told NBCSandiego. They also said she was scheduled to fly to Taiwan to visit her mother and other family members next week.

Suspected serial burglar arrested

by North County Times | Publication Date: June 28, 2009
 |
SOLANA BEACH ---- Deputies arrested a suspected serial burglar Sunday morning after he allegedly broke into a man's car and then fled after a brief fight with the car's owner, a sheriff's sergeant said.
Christopher Buck, 26, was caught on the north end of the city, more than an hour after he allegedly broke into a car on Solana Circle, Sgt. Thomas Yancey said in a statement.
A citizen called authorities at 6 a.m. to report a car burglary in progress, Yancey said. The caller's neighbor, and owner of the car, confronted the suspect and briefly got into a fight with him.
About 7:20 a.m. deputies learned Buck was near Plaza Street and Sierra Avenue, the sergeant said. They responded to the area, eventually found him and took him into custody.
Buck allegedly had property belonging to the car owner and items, such as credit cards and checkbooks, belonging to others, Yancey said.
He was booked at the Vista jail on a slew of charges including burglary, battery, obstructing an officer, and possession of stolen property and drugs, according to booking records.
He remained there Sunday night, held without bail.

Broken sewer line contaminates river
 |
by San Diego Union-Tribune | Publication Date: November 25, 2008
DEL MAR – Signs warning about water contamination were posted along the San Dieguito River at the ocean yesterday because of a broken sewer line, officials said.
Construction crews accidentally broke the sewer line near Via de la Valle and Valley Avenue in Solana Beach at 1:15 p.m., a county environmental health official said.
An estimated 8,090 gallons of sewage spilled into a storm drain and into the river for about an hour. Warning signs at the river outfall to the ocean in Del Mar will remain until water samples confirm it is safe for recreational use.
Solana Beach robbery suspects caught in Escondido
 |
by North County Times | Publication Date: October 11, 2008
 |
NORTH COUNTY -- Two suspects in an attempted robbery and assault at a Solana Beach restaurant early Friday eluded capture at the Del Mar Fairgrounds before their abandoned car pointed police to their Escondido hiding place, a Sheriff's Department sergeant said.
Shortly after midnight, three men with shaved heads and dark clothes, one with a handgun, entered the Blanca Restaurant at 437 S. Highway 101, Sgt. Marc Ramirez said.
The gunman demanded money and hit a man in the head with the pistol, Ramirez said, adding that no money was handed over.
The suspects fled the restaurant shortly after, driving away in a car with a loud muffler, he said.
Minutes later, deputies found the car a few blocks away, Ramirez said. A security guard called shortly after to report the suspects hiding at the Del Mar Fairgrounds.
Deputies surrounded the area, and a sheriff's helicopter and police dogs from Oceanside and Carlsbad were called in to help in the search.
A deputy in the helicopter saw the suspects running behind the Del Mar Fire Station and directed deputies on the ground to them. But after a short chase, the deputies lost sight of the men.
Later, Escondido police officers went to an address where the suspects' car was registered and found two of them there, Ramirez said. Sheriff's deputies and a witness went to Escondido and identified the men.
The men, Brian Lewis, 28, and Kim Philpot, 32, were taken into custody on suspicion of attempted armed robbery and assault with a deadly weapon, Ramirez said.
The third suspect remains at large.

Security Cut Back at North County Train Station
 |
by CBS8.com | Publication Date: July 10, 2008
 |
If you ride the coaster train to work, you'll be seeing fewer security officers at the train stations. The North County Transit District is cutting back on security during nighttime hours. The move has some passengers concerned.
Thousands of commuters ride the coaster train to and from work every day along the beach corridor. So news of security officer cutbacks by the NCTD surprised some riders.
"I wouldn't want to park down here and not have security if I were riding the train," one woman said.
For the most part, North County train stations are safe. At the Solana Beach station, there have only been two arrests over the past three months, both for drunk in public. The transit district used to have 24-hour security there, but not anymore.
Starting this week, the Solana Beach train station will only have a security officer from 6 a.m. to 8 p.m. Stations in Sorrento Valley, Carlsbad and Encinitas will only have security on-site during the morning and afternoon commute times.
"I find that hard to believe. This is a huge parking lot and there's no telling what could go on in there. Especially at night - I would want to see them all the time," one man said.
Crime is highest at the Oceanside coaster station, so 24-hour security will remain in place there. Train stations also have video surveillance, and sheriff's deputies are dispatched if anything suspicious is picked up on camera.
Passengers are advised to take precautions, and park their cars in well-lit areas.
"I lock it and look around, but I assume I would be safe, at least in the daylight," one woman said.

Solana Beach Road Closed on July 4th
 |
by North County Times | Publication Date: July 2, 2008
 |
Solana Circle, at Via de la Valle and Nardo Avenue in Solana Beach, will be closed to traffic from 8 p.m. to approximately 10 p.m. on July 4. In the past, local neighborhoods have been greatly impacted by traffic during the fireworks displays at the Del Mar Fairgrounds. Because of this, in coordination with the city of Solana Beach and the Sheriff's Department, a road closure has been initiated for a safe and orderly viewing of the fireworks display.
Residents who live on East and West Solana Circle have been asked for their cooperation during this time and to make advance plans if they must use their cars during then. No vehicles will be allowed to access Solana Circle or attached driveways after 8 p.m. -- until the streets are reopened around 10 p.m. -- on July 4.
All traffic will be routed around the affected intersections with the exception of emergency vehicles, which will be allowed access.
For questions or additional information, the public may call Deputy Fire Chief Dismas Abelman at (858) 720-2402.

Of the 632 drivers that passed through the checkpoint, 379 were contacted by deputies and six had their cars impounded, officials said.
Agents nab 29 in contractor sting
 |
by North County Times | Publication Date: March 15, 2008
 |
NORTH COUNTY ---- A two-day sting targeting unlicensed contractors this week netted the arrests of 29 people who illegally bid to work on a home in Solana Beach, a state official said Friday.
The undercover operation was part of a larger sting in seven counties across California. Statewide, the sting yielded more than 175 arrests.
The local operation involved two state agents posing as husband and wife in a house used to bait unlicensed contractors, said Pamela Mares, spokeswoman for the Contractors State License Board, the lead agency behind the sting.
Agents called people they had identified as possible unlicensed contractors, and invited them to stop by the Solana Beach home on Wednesday and Thursday to bid on various jobs, including home improvement and landscaping.
The reason behind the statewide sting that targeted people in seven counties across the state, Mares said, is to remind people of the "dangers of hiring unlicensed contractors."
"Many don't know what they are doing," Mares said. "Some will take the money and run."
She said some may have legal problems that would prevent them from passing the background checks required of all licensed contractors.
Two of the unlicensed contractors who visited the Solana Beach property to offer bids found themselves in jail, Mares said.
One was arrested for driving on a suspended license, Mares said, and the other was arrested for an outstanding warrant for willful cruelty to a child and spousal abuse.
